Sex crimes reported against disabled people have soared about 60 percent over the past two years, a ruling party lawmaker said Tuesday.

The number of reported sexual offenses against the disabled totaled 462 in 2011, up from 288 in 2009 and 294 in 2010, according to the data Rep. Cho Hae-jin of the Saenuri Party presented based upon National Police Agency statistics.

The number of such crimes against disabled children under the age of 13 was 1,054 last year, compared to 1,017 in 2009 and 1,179 in 2010, the data showed.

"Sexual assaults against the most vulnerable show no sign of lessening despite continued attention," Cho said, calling on the government for heavier punishments.

Following a local box-office hit last year that sparked public outrage over its true-based story of sex crimes committed by teachers against their disabled students and light punishments for those found guilty, the government is pushing to revise relevant law to toughen punishment against such sex offenders. 

The changes include lifting the statute of limitations on sexual abuse against disabled people and children under the age of

13 and allowing a maximum penalty of life imprisonment for those convicted, as a much sterner punishment than the current penalty of up to seven and 10 years for each respective group. (Yonhap News)

"성폭행당하는 장애인들, 크게 늘어"


장애인에 대한 성폭력 사건이 지난 2년간 60% 가량 증가했다고 새누리당 조해진 의원이 10일 밝혔다.

조 의원은 경찰청 자료를 분석한 결과 장애인 대상 성폭력 발생건수가 2009년 288건, 2010년 294건, 2011년 462건으로 늘어나는 추이를 보였다고 밝혔다.

2009∼2011년간 전체 1천44건 가운데 지역별로는 부산이 190건으로 가장 많았고 경기 147건, 서울 142건의 분포를 나타냈다.

그러나 같은 기간 13세 미만 아동을 대상으로 한 성폭력 발생건수는 2009년 1천 17건, 2010년 1천179건, 2011년 1천54건으로 비슷한 수준을 유지했다.

조 의원은 "사회적 약자에 대한 성폭력 문제는 지속적 관심에도 불구하고 좀처럼 줄어들지 않고 있다"며 강화된 대책을 촉구했다.
